Robert Whitney Waterman was born on December 15, 1826 at Fairfield, NY. He was elected lieutenant governor of California in November 1886 and became governor on September 12, 1887. He served until January 8, 1891. He owned a ranch and silver mine north of Barstow, CA. Waterman died on April 12, 1891.
