The Howard M. Rowe Branch Library has been located at 108 E. Marshall Blvd. since 1968. The Branch was named after Howard M. Rowe who was the director of the San Bernardino Public Library from 1955 to 1966. Mr. Rowe was instrumental in the fundraising for and construction of the Central Library (1960), Lawson Branch Library (1961), Coddington Branch Library (1962), and the Villaseñor Branch Library (1966 - then located on 9th Street).

The collection at Rowe includes a selection of Young Adult books, magazines and paperback books.
